A worked example
For 2,000 square feet at a label rate of 5 lb per 1,000 square feet, the baseline need is 10 lb. With a 10% purchasing reserve, that becomes 11 lb, or two 10 lb bags.

Why does the result sometimes jump by a bag?
Whole packages must be rounded up. A small extra allowance can move a project just above one bag's coverage, requiring the purchase of a second bag.
Should I spread all the purchased seed?
Not necessarily. Package rounding and the purchasing reserve can leave seed over. Apply at the label rate rather than treating the purchase quantity as an application instruction.
